The National Agency of Domain and Land on the road to dematerialization

As part of the computerization of the land and property management system and the interconnection of land services as provided for by the Government Action Program (PAG), the Director General of the National Agency of the Domain and Land (ANDF) proceeded on Thursday, January 31, 2019, at the launch of training on capacity building of the Managers and Agents of the Common Offices of the Domain and Land (BCDF), to the use of the software “E-Terre”. This tool is a Web platform that allows the decentralized structures of the ANDF to liquidate, in real time, via secure internet connection, the land files in a single database installed on the servers of the Directorate General. The training session is led by Mr. Laurent OLIVIER, senior expert of Liber Technologies, technical partner of the ANDF. This modern land management tool allows:

  • to integrate the cartography of the country;
  • to link each Land Title (TF) with the cartography in an interactive way (reaction to the click);
  • to visualize the TF with all the scans present in the “E-Terre” files;
  • to manage the validation circuits for administrative documents relating to TF files;
  • to generate all the administrative documents constituting TF files;
  • to follow payments and accounting;
  • to produce accurate and adapted statistics;
  • to produce and print secure documents (8 to 9 visible and invisible protections against fraud and counterfeiting);
  • to deliver the secured TF to the owners;
  • to attach each parcel listed in the map plan;
  • to follow the evolutions of the transactions without delays (connection of the notaries for registration of the deeds of sale).

This training, which proved to be very conclusive, places the ANDF at the heart of land reforms aimed at reducing the penalties of the agents and users. Source: ANDF
