Facilitate land operations. The Ministry of Finance is continuing efforts to improve Benin’s performance in the doing business report. As such, land remains one of the key indicators. The e-notary platform is therefore born this April 1, 2020 in Cotonou, to further focus on this indicator with a view to improving the business climate. Thus, it aims to make life easier for notaries, called upon to complete in the past, several formalities with the National Agency for Land and Land (Andf). From now on, e-notary will serve as an interface. The innovations brought about by this dematerialization have, among others, the names: automatic access to a description online, obtaining within 72 hours a response to the request for land transfer / sale. Online referral to the independent complaints management commission for land and cadastral problems, and to be compensated by the Land Compensation Fund for damages unfairly suffered. The Director of the National Agency for Domain and Land (Andf), Victorin Kougblénou explains that through the establishment of the e-notary platform, there was a deletion of the certificate of geographic location which cost 50,000 francs, the dissociation of the procedures of registration and transfer of property, the reduction of the deadlines and costs of the procedures, the abolition of the prior registration of land acts. “I salute the effort made in the context of the transfer of property by notaries for the benefit of the populations, in particular the reduction in service fees …”, said Victorin Kougblénou before adding that the notary files his file online and Andf, which has a digital base of land titles, recovers and gives a follow-up as soon as possible. According to Éric Akouté, Director of Studies at Apiex, with the e-notary platform, players in the land and state sector gain 114 days for the transfer of property. The transfer operation was done in six days and the cost, which was 845 thousand francs, increased to 245 thousand CFA francs. This is to say that for the improvement of the business climate, the Ministry of Finance plays its part.
